Note to Twelfth Night, 1.1.37, "sovereign thrones"

The liver, brain, and heart are all "sovereign thrones." The liver is the throne of the passions, such as love and hate; the brain is the throne of thought and judgment; the heart is the throne of sentiments, such as admiration and loyalty. Orsino means that when Olivia finally does fall in love, love will fill her whole being.
