Once the process is started, it must be finished with all possible speed, or the grain will be ruined, so the general point of saying "They that reap must sheaf and bind" is: "once you start something, you have to finish it." In addition, loose women were punished by being carted, that is, tied into a cart and paraded about the streets in order to humiliate them. In sum, Touchstone may be teasing Rosalind with the idea that if she falls in love with Orlando, she's going to have sex with him, and then suffer the consequences.
