Note to King Lear, 2.4.7: "cruel garters"

When the fool calls the stocks in which Kent is pinioned "cruel garters" he is punning on "crewel garter," a common item of fashionable clothing in Shakespeare's time. Garters were used to hold up the tight-fitting nether stockings worn by men of fashion.
